ESA launches next phase for IRIS² secure connectivity constellation

The European Space Agency (ESA) has initiated a new phase for the EU's secure connectivity constellation, IRIS², by signing 18 consolidation contracts. These agreements involve nearly 80 companies to study new secure and resilient connectivity services and mission concepts.

These studies, part of ESA’s Low-LEO (low Earth orbit) activities, aim to explore how IRIS² capabilities can evolve to meet emerging European needs. The services being explored are primarily for governmental users, including secure broadband, maritime and aviation operations, and data relay.

The contracts, totaling €20 million, are intended to strengthen Europe’s industrial base, offering opportunities for smaller and mid-sized companies to contribute to the development and validation of new secure connectivity services via the Low-LEO layer.

IRIS² is Europe’s initiative to create a secure and resilient space-based connectivity network, enhancing strategic autonomy and reducing reliance on external systems. ESA acts as the qualification and validation authority for the governmental infrastructure of the EU's Secure Connectivity Programme.

The Low-LEO component specifically aims to provide a mechanism for validating new potential governmental services and mission concepts in orbit at a pre-operational level. This supports their maturation and potential integration into the operational IRIS² system.

Based on these outcomes, ESA plans procurements for an implementation phase between 2027–2029. This phase will involve validating targeted services in orbit with user groups, in coordination with the European Commission.

The results will help prioritize services for potential incorporation into future versions of IRIS², supporting Europe's adaptability in a changing global landscape.
